Which ADSL ISP you choose makes a lot of difference.
All ISPs run their own servers and the external bandwidth/peering
arrangements are all different.
Also, ISPs can use a variety of ways to get the IP traffic from a telephone
exchange to themselves.
As such, you may want to google for the terms:
IPStream
DataStream
Local Loop Unbundling (LLU)
Each offers the ISP a different degree of control over their product range
