We actually tend to measure faults - not guess them. The problem tends to be
customers with no idea who think they know something who see a pole and a
piece of wire and think that is their line and the only place a fault can
develop when in actual fact there is probably another couple of miles of
cable going back to the exchange too and as this is running largely
underground in water filled boxes. Still your guess may prove correct yet
ehh.....
