Please, can someone tell me if I can force my existing provider to allow me
to transfer my current 0800 numbers to another provider or can he refuse to
release them.?

I dont owe my provider any money but he says he owns the numbers and he
declines to allow me to take them elsewhere.

I have had these numbers for the past five years and they were given to me
by a company no longer in existence but the predecessor (by three) of the
present company.

What I need to know is what are the rules and where can they be found?

Good luck - I was told that 0800 portability was only really working
if taking numbers from (and to a lesser extent to) BT. This was from
someone at Oftel a few years ago.

However what portability rules that might exist could be overridden by
the terms of the number service you were provided with. The COLT
service we use specifically states that the numbers remain the
property of COLT at all times.

Hi Alasdair,

The number porting framework in the UK is woefully immature and you
can only take your number to a network that has a porting agreement
with your network. I know its shutting the door after the horse
has bolted but if the ability to transfer your number is important you
should make sure you get a BT, Kingston Comms, Energis or Cable &
Wireless number because these generally have the most porting
agreements.

And this is before you can even think about thrashing it out with your
service provider. If they wont budge and you know that the network
your number is on *can* port to another network then you could try
lobbying the network, but whether theyd listen is another story.
Alternatively, dont forget that customer service is king and remind
your service provider that a lost customer is better than a bitter,
unhappy one (although if they let you go now youd be bitter, unhappy
AND lost so they might have blown that one...)

I dont think that traditionally the watchdog Oftel has had much
sympathy with end users in this respect; hopefully that will change
with Ofcom?

NGN Number Portability is a somewhat grey area. However, if a provider
has agreements to port in NGNs from another provider, the reverse will
also be possible eg We at Your Communications have agreements with BT,
C&W and Energis, so porting could happen between these companies and
also possibly between resellers of these companies.

Hiram - despite what Colt say, if they have agreements with other
companies ( I suspect they will with BT and C&W), you should still be
able to move them (but I doubt if youd want to!)

With a smaller provider who has no such agreements, you may well be
stuck with them if you wish to keep the numbers.

Who is your provider, or, if a reseller, whose service do they resell?

No plans at present.

COLT provide us with a range of 0800 and 0870 numbers diverted to
geographic and mobile numbers.
