Are BTs calling plans applied to all lines on an account or do you
select them for each line?

As far as I can tell they are per line. Certainly works that way
for me. I would be miffed if it was otherwise.

When I got to my account on-line it shows two lines, yet if I choose a
plan it does not ask me to choose a line to apply it to.

Whatever they say check it.

Years ago I negotiated a reduced minimum call charge on the first [outgoing]
channel of an ISDN pair for Ł10 pcm. Did BT honour - did they ****, so in
the end after endless calls, and lower call charge per number (not even per
line as we were using MSNs) I told them to stick it and started using a
carrier for almost all calls.

For residential accounts its per account not per line.

This means that if you have 2 lines on one BT account and choose BT
Together Option 2 or 3 on one of your telephone lines then the 2nd
line on the same account will benefit from that Calling Plan as well.

However, you will only pay the standard BT Together Option 1/weekend
Option line rental price of Ł11.75/month for the 2nd telephone line
not the full BT price of the calling plan for the second line.

Regards
Sunil

Its a sales culture and they will say anything. Especially when you
consider this:

Are they still mis-selling feature line compacts?
