Website still shows 0.5p/min but recorded message at beginning of call
says 3p/min.

Then 3p per minute is the price you pay.
If this is unacceptable hang up straight after the message to avoid any
charge.

If you search the archive of this group far enough back, you
will discover that its not unknown for Finarea to make a
mistake, and subsequently correct customers bills.
