I think that the saleperson who spoke to you has either
miscommunicated or misrepresented reality. BT have not sold off any of
their network, however other telecoms providers are able to co-locate
their own equipment within a BT exchange and provide lines to end
users from that equipment. The process is called local loop
unbundling.
I think the person you spoke to should have explained that if you
agreed to sign up with them then your line would be connected to their
equipment instead of BTs. If you did go ahead you could move back to
BT at any time, but you would incur a new connection charge.
