one day, i needed to call my friend who lives in another city, so i
wanted to use a card telephone, i inserted the telephone card into it,
but surprisingly i didnt dial more than 6 numbers, but i had to dial
11 numbers. what was wrong with that telephone set or was there any
thing wrong with my phone card, maybe?

Because when you insert the card the payphone dials
the chargecard center which will be somewhere else
in your country or even in another country, the center
will not necessarily know where you are calling from
so you need to dial the number in the full National
or International format.
